Define static ARP entries on Arduino?

does know if there's way define static arp entries on mega or uno please? i've project needs either mega or uno send udp packets destination computer regardless of if computer on or not, , i'm finding if computer on udp packets sent if computer off arduino's take ages anything. guess it's using arp try computer mac address , waiting fora time out before proceeding. know experience when similar things happen on computer static arp definition ususally solves it, how on arduino?
