very urgent query arduino uno R3

help me urgently on arduino uno r3

i using shift register 595
now connect output pins of shift registers to8 relays
suppose set relay on pin 1 of shift register 1
and rest 0
after want start relay on pin 3
so feed 10100000

now question when trigger latch in round 2 feed above value i.e. 10100000, relay on pin 1 flicker i.e become 0 , 1 again?

quick question, powering relays arduino or external power supply? using transistors trigger relays once signal s.r. ?
