after downloading 9.10 @ 600kb/s (my ips's max speed), tried download usual packages repos, , <50kb/s.

keep in mind, these 2 downloads happened within hour of each other.

canonical throttling repos speed of downloading isos?

just switch one. there plenty choose from, not hosted cannonical
