How do I incorporate the use of Taxonomy into a custom panel?

i have designed custom panel interested in possiblities of using form of taxonomy tighten control on keywords in relation given catagories.
is possible?

i came across 'widget variables' section of xmp custom panels guide (pdf) , scoping linked variable values, the same thing taxonomy? , there working panel example of this. have tried put panel not sure of conduct panel not appear in file info side column list.
