Brushed 8.4V DC motor help

please see attached photos.
i have dc motor not start when power applied.
however power still applied if spin motor fingers start running fine.
all of @ no load, , tested fresh 9v battery.

this new motor, , brushes have minor curve them. if motor start invest time run motor brushes "broken in"

my meter measures 1.5 -2.0 ohms between pos , neg rotor positions. notice cogging when moving rotor no power applied.
i can't figure out why motor won't start. again no load, , holding motor. gets warm not hot. run motor maybe 10 seconds sure not slowing down.
any troubleshooting tips or suggestions appreciated.
