fix bug http://bugs.adobe.com/jira/browse/sdk-17267 setting scale non-integer values causes sides of gumbo button disappear

the problem when scale less 1, pixels occupied border rectangle occupied fill rectangle , fill rectangle renders on top of border one. fix switches order in skins.

qe notes: affects visuals of fxbutton @ pixel (1,1) due antialiasing.
