More Output Preview prefs/fixes

as long output preview box open user's cursor displays crosshairs, regardless of tool being used. annoying because user doesn't recognize tool using unless closes output preview box. users don't want have keep opening , closing output preview box.

my suggestions: make button in toolbars "activate" output preview window. way window stay open time, when not "active" users should still see cursor selected tool. (maybe output preview still display percentages when "inactive" change cursor crosshairs when active.)

slight clarification: there toolbar button opening , closing output preview window. users want button activate or deactivate window, not open , close it. (clicking on window should make active, clicking on tool should make inactive again.)
