Which is better to control 12v/15a dc motor?

between 2 below,which better control 12v/15a dc motor?

1. dc motor speed controller (25khz freq) , use arduino 0-5v signal
2. solid state relay , use arduino pwm function




no specification provided speed controller advice of dubious quality.  said i'd go speed control if contains acceleration , load limiter control motor stall current or when starting rest.
a motor rated @ 15a full load may require in excess of 100a started or stalled

the ssr provides no protection.
