interactive forms off website not enabled

i have couple of forms people can fill in, save , email me work fine when email forms them.
however, when these same forms downloaded off website, form fields still active no longer "reader enabled" , information typed onto form cannot saved.
what happening? of forms have on website stay "enabled" , of them not. there doing wrong?
