PULSE COUNTER

hi all, have graduation project , have problem issue , receive each 3 seconds either 1 pulse or 2 pulses or 3 pulses  or 4 pulses , , each case should job , , scenario repeat each  3 seconds , used interrupt counter of pulses increment always.
but need counter give me either ( 1 or 2 or 3 or 4 ) no more ,
please if 1 have idea , or me because spent weeks problem
